Newton Council Panel Forms Rules Subcommittee, Launches Article-by-Article Charter Review

NEWTON — March 4, 2026 — Newton's Programs and Services Committee voted unanimously to form a four-member rules subcommittee and opened a full-committee review of the city's 13-article charter at its March 4 meeting. Chair Josh Princeman named Councilor Lyle Baker to lead the rules subcommittee, with Council President John Oliver, Councilor Brittany Hume Charm, and Princeman himself also serving; topics flagged for that panel include the alphabetical order of roll-call votes, committee composition requirements, and whether auto license matters should be reassigned from the Land Use Committee. On the charter, Princeman outlined a home rule petition as the most likely vehicle for reform, with a direct vote of the people likely still required for any changes to the council's structure. Four members of Newton's prior charter commission — Jane France, Anne Larner, Chris Steele, and former Council President Brooke Lipset — attended and agreed to make their contact information available to councilors as a resource. Councilor Martha Dixby asked whether opponents of the prior charter proposal would also be invited to participate alongside the former commissioners, a question Princeman did not conclusively resolve.
