Newton Panel Votes to End Commercial Parking Minimums in Village Center Zones

NEWTON — November 10, 2025 — Newton's Zoning and Planning Committee voted to eliminate minimum parking requirements for commercial tenants in Business One and Business Two districts and standardize parking tables across other commercial zones, advancing changes supporters say will reduce red tape for village center businesses. Chair Baker presided over the November 10 meeting, where all four substantive zoning votes passed with one abstention each. The first measure, Docket Item 181-24, removes the parking minimum entirely for commercial uses in BU1 and BU2 zones outside the Village Center Overlay District; a companion item replaces a seat- and employee-based formula in broader commercial districts with a flat one-space-per-300-square-feet standard. Chuck Tanowitz, chair of the Economic Development Commission, called the change "something that already happens" since waivers are routinely granted anyway. Max Wolf of the Charles River Regional Chamber said vacant storefronts partly result from prospective tenants refusing to navigate the special permit process. The committee also restored adult daycare as an explicitly permitted zoning use after it was inadvertently dropped during a 2015 ordinance recodification, and approved a dimminimous relief pathway for additions to existing height-nonconforming residential buildings. The full City Council must still vote, and the Law Department is to verify whether a two-thirds supermajority is required.
