Newton Rules Panel Rejects Split Review of Zoning and Special Permit Petitions
NEWTON — March 20, 2025 — Newton's Rules Subcommittee unanimously rejected a proposal to route zoning petitions through a separate committee before special permit review. Councilor Maliki Block had argued that combined zoning-change-and-special-permit petitions — illustrated by the contested 386-390 Watertown Street case — should go first to the Zoning and Planning Committee before the Land Use Committee considers the accompanying special permit, saying "zoning changes have implications for the rest of a neighborhood." Opponents, including Councilors Tariq Lucas, Bill Humphrey, Lyall Baker, and Josh Kinsman, said the split process would force abutters to attend duplicate public hearings, impose additional work on city staff, and further slow Newton's already lengthy permit process. The subcommittee did reach unanimous consensus on new rule language allowing full council meetings to start at 7 p.m. — rather than 7:45 p.m. — "at the discretion of the president" when a mayoral presentation or address is anticipated, a change that will apply to the upcoming FY26 budget presentation scheduled for the day after Patriots Day.
