Newton Zoning Panel Advances Three Home Renovation Rules, Holds on Inclusionary Overhaul
NEWTON — September 25, 2025 — Newton's Zoning and Planning Committee advanced three de minimis zoning amendments that would allow homeowners to make small additions and alterations by right, without a special permit, while holding a broader inclusionary zoning overhaul for further debate. Councilor John Oliver presided in place of traveling Chair Baker at the September 25 joint session with the Planning and Development Board. The committee unanimously approved a $2,154,544 Community Preservation Act transfer to the Newton Affordable Housing Trust — the program's standard 35 percent annual housing allocation, drawn from reserve and prior-year funds. Three proposed de minimis changes — covering second-story additions up to 400 square feet within existing footprints, modest alterations to two-family homes that otherwise meet single-family dimensional standards, and enclosure of porches up to 400 square feet — moved forward; a fourth item addressing height nonconformities was split off after Councilor Baker warned the committee had not had enough time to think it through. The panel closed its public hearing on the inclusionary zoning re-evaluation 4 to 1, with Councilor Gats dissenting, and voted to hold the item; the Planning and Development Board continued its own hearing on the same ordinance to October 6.
