Newton Zoning Panel Holds Two-Family Fix, Rejects Facade Date Extension

NEWTON — February 23, 2026 — Newton's Zoning and Planning Committee rejected a bid to delay the city's 60-percent facade build-out ordinance and held proposed amendments to the two-family housing definition at a virtual February 23 meeting. Councilor Susan Albright moved to set a public hearing to extend the ordinance's effective date from March 1 to June 1, 2026, arguing that an estimated 60 to 70 projects in Newton's permitting pipeline could not realistically clear inspections in time; the motion failed 3 to 5, with Chair Lyle Baker, Vice Chair Pam Wright, Council President Oliver, and Councilors Getz and Gordon opposed. Commissioner Anthony Ciccarello said ISD had been fast-tracking applications by running engineering and building reviews simultaneously, typically within 30 days, and warned that any new deadline would simply generate a new last-minute rush. Associate City Solicitor Andrew Lee cautioned that any trigger other than building-permit issuance "creates a host of questions" and that amending the ordinance would take a minimum of six weeks. The committee also voted unanimously to hold a proposed overhaul of the two-family detached housing definition pending architect-modeled scenario analysis, and unanimously recommended reappointing Councilor Albright to the Newton Affordable Housing Trust through December 31, 2027.
