Newton Zoning Panel Backs Rezoning and Tougher Permit Rules for Residential Builds in Business Zones
NEWTON — June 22, 2026 — Newton zoning committee directs planners to study citywide residential building rules in commercial zones. The Zoning and Planning Committee on June 22 voted unanimously to hold docket item 5726 while directing Acting Planning Director Katie Wewell and city planner Jane Colello to expand their analysis beyond Nonantum's Adams Street corridor and develop a stronger special permit compatibility standard for residential projects in business-use zones. In an informal show of hands, four of the members present supported a targeted rezoning of residential side streets currently zoned BU2, while five backed an enhanced neighborhood-compatibility finding — with Chair Lyle Baker noting the two approaches are not mutually exclusive. Deputy City Counsel Jonah Temple, attending as an observer, warned that state non-conforming-use protections set guardrails on how aggressively the city can impose new dimensional controls on existing properties. A development on Clinton Street was cited repeatedly as the problem the docket aims to prevent — a fully residential building constructed to commercial dimensional standards in a neighborhood of smaller homes.
