NEWTON — A Newton City Council committee approved a $232,000 Community Preservation Committee appropriation for the first phase of restoring City Hall's windows, voting 5-2 after a lengthy debate over the lack of a long-term building plan. The funding, drawn from the city's Historic Reserve Account, covers design work for 53 of City Hall's 212 windows plus its cupolas. The city's Commissioner of Public Buildings estimated full capital needs at City Hall could reach "a hundred million dollars," while Vice Chair Dammelbin cited an independently compiled $52,967,000 figure from the city's own Capital Improvement Program.
Councilor Roach said he was "not comfortable" funding the work entirely through the Community Preservation Committee without a conservation plan. The committee first voted unanimously to amend the docket's funding-source language before approving the full item.
