Newton Council Committee Advances Rules Package, Holds Code of Conduct for Revision

NEWTON -- November 5, 2025, Newton's Programs and Services Committee unanimously advanced a city council rules overhaul Wednesday while holding a proposed code of conduct for further amendment. The committee voted 7-0 to send the rules package, developed by a subcommittee led by Councilor Bill Humphrey, to the full city council subject to a second-call briefing, with changes including codified procedures for the council president election, a recess provision for deadlocked president votes, and the consolidation of several procedural documents into the single rules document. A proposed discharge petition mechanism that would have allowed a simple majority of sitting councilors to force a stalled docket item to the full council floor was rejected on an estimated 3-4 voice vote, with Councilor David Baker calling it "an invitation for mischief" and Councilor Humphrey arguing informal channels had repeatedly failed. The League of Women Voters of Newton co-presidents Freda Dwek and Jane Harper presented their 2024 municipal transparency report calling for a citizens commission and a redesigned city website, with that discussion item held unanimously for the incoming council. The code of conduct was held 6-0-1, with members asked to submit amendments before the November 19 meeting.
