Newton Panel Unanimously Advances Parking Fee and Fine Overhaul Citywide

NEWTON — October 23, 2025 — Newton's Public Safety and Transportation Committee voted 7-0 to advance a sweeping overhaul of parking permit fees and parking fines, sending both measures toward the Finance Committee ahead of a full City Council vote. The committee approved docket 281-25, which raises fines for safety violations including sidewalk parking, intersection parking, and double-parking, and increases meter fines to $20, while also withdrawing the now-obsolete taxi cab stand ordinance language. On docket 365-24, councilors backed a shift from the current $25 residential permit plus two free visitor passes to a flat $25-per-permit structure for every vehicle, a change Councilor Downs said would affect all neighborhood parking districts across the city. City officials estimated that roughly 80 to 90 percent of current participants obtain the permit primarily for the free visitor passes, making the change material for a large share of the program's users. Attorney Wilson of the Law Department said she needs a few days to finalize ordinance language addressing a staff-parking carve-out covering school employees and Cooper Center workers who currently receive free visitor permits. The Commission on Disability has separately approved an $8,000 grant for special accessible-parking enforcement from Thanksgiving through the holiday season.
